OLG Awards Lucrative Greater Toronto Area Gaming Bundle to Great Canadian & Clairvest

The Ontario Lottery and Gaming Corporation (OLG) has finalized agreements with Ontario Gaming GTA LP—a partnership between Great Canadian Gaming Corporation (55%) and Clairvest Group Inc. (45%)—to operate and modernize premier gaming facilities in the Greater Toronto Area.

Scope of the GTA Gaming Modernization

The landmark 22-year operating agreement grants the partnership management over three major metropolitan gaming assets:

  • Woodbine Racetrack (Toronto): Slated for an ambitious multi-billion dollar master-planned entertainment district including expanded gaming floors, a luxury hotel, world-class concert venue, and fine dining.
  • Ajax Downs (Ajax): Sustained operations with state-of-the-art slot and electronic gaming machine installations.
  • Great Blue Heron Casino (Scugog Island): Collaborative venue with the Mississaugas of Scugog Island First Nation featuring expanded table gaming and hotel amenities.

Economic Impact and Employment Projections

The modernization plan is anticipated to generate thousands of construction and permanent hospitality jobs across Ontario while delivering substantial municipal hosting payments to local city halls.

"This partnership represents a monumental milestone in Ontario's long-term gaming strategy. By pairing private sector operational capital with public oversight, we ensure world-class entertainment destinations that protect taxpayer returns." — OLG Executive Leadership

Under the contractual terms, all physical gaming assets, lottery operating licenses, and regulatory compliance standards remain under the strict regulatory oversight of the Alcohol and Gaming Commission of Ontario (AGCO).
